Having the same problem, tried the first advice and it didn't changed a thing..

Hey! Did you check your volume mixer if GTA SA is raised up along with your GTA SA "Radio" settings IG? If that doesn't help, try to reset the game as DEFAULT in the settings IG and see if it did any difference.

Yeah, done it all.
Funny thing is that I can hear San Andreas' radios in the vehicles, but not streams from boombox and such

Ok, go to My Documents / GTA San Andreas User Files / SAMP and see the samp.cfg file. Open the samp.cfg file with a text editor such as Notepad, and add this line at the bottom:
audioproxyoff=1

Save the file and try again.
