Multiple changes within the RC:RP rules

The Admin Team have recently went over all the RC:RP game rules, brainstorming on all possible loopholes and issues with the current state of them, we've also asked for feedback from regular players and studied all the rule change suggestions. We managed to come up with a good set of clarifications and changes that we hope will make the roleplaying experience better for all of you. Don't be afraid though, most of these changes are quite minor and will probably not affect you unless you get yourself in a specific situation. However, we would still appreciate if everyone could read over these changes and acknowledge them.

[legend=#B40000Various staff changes ]white Before I get to the rule changes though, I'd like to mention a few recent staff changes.
  • The Head of Bans position has been reintroduced and Meyrick has been appointed to it. All "Lead Admin" appeals will now be handled by him and he will be the person in charge of all problematic appeals and general issues related to bans. Meyrick's announcement about this can be found over here.
  • Helpers have been given more moderator powers on the forums. They are now able to moderate the Auctions section (including forcing Going once / going twice / sold in inactive threads), the Host Support section, Management Board and Technical Support & Questions.
  • Due to Speakybutton's recent departure - the Head of Helpers has been taken by ROFL. I'd like to officially welcome him in his position. (Note: the moderator powers of Helpers were discussed before Speaky retired).
  • Alexi has been appointed as the new Head of Factions. It's been almost two weeks from this change though, so most of you are probably already familliar with it.

1.
No Powergaming or Metagaming
Metagaming and powergaming are very unfair toward other players and can potentially ruin roleplay, therefore the offenses are treated very seriously.


Metagaming can be defined as using Out of Character (OOC) information In Character (IC).

For example:
1. Using an OOC chat like /b, /o, /pm or external applications like Skype, Steam or Xfire to contact someone and distribute IC information.
2. Using someone's nametag to gain IC information about him/her while you've never met ICly.
3. Using Smileys like: "xD :p :3 :D" in the IC chat.



Powergaming can be defined as two things. One of them is forcing actions upon a player, the other is doing superhuman and unrealistic actions.

For example:
1. Using a /me and forcing the action to be successful without letting the other party respond. (Point 1)
2. Roleplaying lifting up a vehicle with one hand and throwing it away. (Point 2)



Red County Roleplay administrators will punish you if they deem your actions unrealistic, supernatural, or unfair towards another party. This includes but is not limited to:

  • Swimming without the right attire - For example, on a casual day most people would not swim fully clothed to a public fishing boat in a bay.
  • Olympic Swimming - Swimming (while fully clothed) for long periods of time, without roleplaying any physical exhaustion whatsoever.
  • Non-RPly changing clothes.
  • Non-Rply adding NOS/hydraulics.
  • Bunnyhopping - Repeatedly pressing the jump key to get around faster on foot.
  • Not roleplaying fear - Showing a lack of emotions in situations were people would normally be very frightened.
  • Ramboing - Running towards someone while they are aiming at you / opening fire upon you.
  • Chickenrunning - Running from side-to-side away from someone, jumping around or etcetera whilst someone is opening fire upon you (either with a firearm OR taser).
  • Provoking - Intentionally harassing other players so that they will retaliate.
  • Ninjajacking - Pressing "F" or "enter" to jack someone's vehicle without roleplaying your actions.
  • Tapping the 'lean forward' key while riding a bike - to gain a large and unrealistic speed increase. This includes tapping on push bikes (bicycles).
  • Taking the fishing Reefer out of Palomino bay - It is unfair towards other players who wish to use it.
  • Using side-job vehicles for personal use - It is unfair towards players wishing to use the vehicles for their intended purpose.
  • Payday Rushing (PR) - Players are expected to walk in and out of the townhall as well as inside. Running or jogging is considered unrealistic.
  • Driver-shooting - Using Grand Theft Auto's drive by mechanic, as the driver of a vehicle is not allowed due to the excessive damage it causes compared to on foot gun usage.
  • Asspulling - Taking out a concealed (meaning not visibly holstered) weapon without the use of a /me, /ame or /do.
  • Carsurfing - Standing on top of a moving vehicle. Some vehicles (eg. pick-up trucks) are exempt from this.
  • Using a skin that doesn't fit your character's race - in other words - using a white skin while roleplaying as a black person, or using a black skin while roleplaying as a white person.
  • Non-RP driving - This includes, but is not limited to: heavy offroading with non-offroad vehicles, stunting, mountain climbing, cliff jumping, drifting on sidewalks.
  • Unrealistic driving - We find it highly unrealistic to disregard road laws for completely no reason. If you're found driving recklessly for no IC reason - you might be questioned and punished. This includes, but is not limited to: cutting corners, running red lights, driving on pavements, going way above the speed limit or doing burnouts.
  • Crossing roadblocks - It is not realistic to cross or go around police roadblocks just to get from A to B faster. You are expected to take a detour in such a situation.

    Demanding an OOC promise from a player - you are not allowed to ask a player for an OOC promise that they won't rob or scam you. Using such information ICly would be considered as metagaming, that's why we've decided to disallow it completely.

Punishments may vary depending on the severity and frequency of offenses that are committed by a player.


2.
No Death Matching (DM).
You may not kill players without any- or with a weak reason.


Deathmatching is when you are killing / inflicting injuries upon a player for a reason that does not justify such extreme actions, or without a reason at all.
Murders/shootouts/brawls are to be be fully roleplayed.



Other offenses related to deathmatching that are strictly prohibited include, but are not limited to:

Revenge Killing -
Killing, injuring or engaging with a player who has previously killed you. After your character gets killed - they no longer remember anything about their death, and you're not allowed to use your OOC knowledge about the death in any way ICly.
Returning to the scene of your death for any reason (e.g, retrieving your vehicle) is not allowed and you should wait until the situation has come to an end before returning to the area. This includes doing these things with an alternative character.

***Helicopter blade killing rule has been removed - helicopter blades no longer deal damage.***

Car-parking - Using a vehicle to park on top of somebody with the intention to injure/kill them. GTA SA mechanics allow you to easily kill someone by driving over them and leaving them under your car for a couple seconds - parking a car over a body would not kill a person in real life and therefore is not allowed.

Car ramming - Using a vehicle to ram another player (on foot or in a vehicle) without a proper reason or any roleplay.
Note: You are allowed to ram a player without a /me in a situation when you have no time to type it (eg. the person is running away or you need the surprise factor). However, you are expected to roleplay something about the ramming - letting the other player know that it was intentional and was not deathmatching. This should be done as soon as possible after the ram.


Terrorist Roleplay - Roleplay acts like suicide-bombing, kamikaze attacks and etc are strictly prohibited unless you have permission from an administrator.

Bomb Roleplay - If someone wishes to RP a bomb, they need admin permission for it. In order to obtain admin permission you must provide screenshots of in depth roleplay of making the bomb and the /time should be included. You must make the bomb yourself, unless you are in a faction that has access to these kind of weaponry, eg. the State Police (C4 charges etc).

Depending on the severity of the offense, punishments may vary from a date ban to a permanent ban.


3.
Character Kills (CK) cannot be forced upon a player.
Every player must agree to the CK OOCly


A Character Kill is when you agree to have your character's life ended (via death, and not eg. leaving the country), and must get a namechange using /changemyname and begin to roleplay a completely new character. You may not bring back a previously CKed character.

Committing suicide to avoid roleplay/arrest results in a CK. Suicides must be fully roleplayed.

Committing suicide to avoid Roleplay/arrest with Non-RP actions and clear intentions of getting out of a situation will result in a temporary ban AND a CK.
This includes taking out a gun or reaching for it while held at gunpoint by police officers / other players.

For example:
  • Jumping of a cliff without any roleplay
  • Drowning yourself without any roleplay
  • Using /kill

Most illegal factions reserve the right to force a CK upon you for any IC reason when you become a member - make sure to carefully read through the rules in their forum section/thread to avoid misunderstandings.

REMEMBER:
If your character has not died scriptwise and did not receive injuries that would give him zero chances of survival, but you still decide to roleplay being dead - it means that your character will be CK'ed. However, if heavy injuries have been inflicted to you by a second party (eg. being rammed off a bike or shot during a drive-by) and you end up dying during the roleplay - your death will be a PK and not a CK.

Forcing a CK on someone when you do not have the authority to do so will result in a temporary ban and also the CK will be invalid.


4.
You must remain In Character at all times, unless specified otherwise by an Administrator.


This includes, but is not limited to:

  • Abusing the IC chat to OOCly to troll another player
  • Jumping around aimlessly with no RP involved
  • Skipping / voiding roleplay situations without administrative permission.
  • Complaining via /b (or any OOC chats) about the way the roleplay scenario turned out.


You may only ask for the reason of arrests ICly and may not turn the situation from IC to OOC by questioning the police in the /b chat. Arrests are an IC matter and should be dealt with ICly, including false arrests. You are free to bring the case to the Internal Affairs or the courts afterwards.

If you think the other player broke the rules or you're in a disagreement with them - you are entitled to call in an administrator for help. However, you are not allowed to pause the roleplay until the admin arrives unless the other player agrees to pause it. If they don't agree - you have to continue roleplaying and post a forum complaint after the roleplay is over.

Exeption to this rule:

Events hosted by the admin team are completely OOC unless otherwise specified. As such, we ask that players who are involved in these events use out of character chats, such as /b. The administrative team does not like people mixing in character information with out of character situations. Note that if the event is organised in an IC manner and the administrator is not on admin duty, then the event is not OOC.

Those who are found to be breaching this rule will be admin jailed. Persistent rulebreakers will be banned from the server.


6.
Spamming
General rules about Spamming you need to know.


You may not spam any IC chats.
The reasoning behind this rule should be quite clear. Other players intend to roleplay around you and the spamming of a chat will make it more difficult for them to do so. As such, action will be taken against spammers. The use of keybinds is not exempt from this rule, unless the bind has meaningful information in it.



Do not spam commands such as /report.
Administrators have multiple duties in which they need to adhere to. We understand that players who are breaking the rules can be frustrating but admins will usually have a queue of things they must attend to first. Rest assured that your report will be looked at.



Spam-robbing and spam-scamming is not allowed.
You are allowed to scam and rob players, although scamming / robbing should not be treated as a sidejob. (Participating in more than 3 robberies in less than 24 hours.) If you are short of cash, please use the sidejobs which are provided on the server, instead of repeating mentioned actions.

Spam robbing and spam scamming is defined as repeatedly and intentionally using the same /
similar method to conduct crime to gain cash. Robberies and scams are enticed to be fully roleplayed and thought out before their conduction. Players are limited to two major scams a week and one major robbery a day. Administrative permission may be given to continue past these limits with proof of pre-meditated roleplay. You may, however rob several people at once in a situation of needed crowd control without breaching this rule.

This rule applies differently to factions, and groups larger than 3 individuals who are not in a faction that lead a robbery. As a group you are all making the decision to rob, therefore this rule will apply to your group being an individual.

Example 1: Having 10 people from your faction rob 10 different places within a day is not allowed, as the 10 people are all part of the same faction. As a faction, you may only rob up to 3 times within 24 hours.
Example 2: Having 2 people from your faction rob two separate stores as a distraction, while 5 people from your faction rob a bank as the main focus counts as 3 individual robberies. After having done two distractions and one main focus, you may not rob for another 24 hours.
Example 3: Having members of your faction rob Montgomery Bank, then a few hours later proceed to rob Palomino Creek Bank is not allowed, as bank robberies are considered to be a major robbery. As stated above, you may only have one major robbery per day. You may still rob two smaller businesses such as pizza stacks, bars, and stores after having only done one major robbery.

This offense will vary from a kick to an admin jail, persistent rulebreakers may be temporarily banned.


11.
The robbery limit is $10,000 and the scamming limit is $50,000.


We feel that it is unrealistic and unfair for players to be robbed/scammed of amounts that exceed those stated above. It can be difficult for players to make significant money in the server and we feel that there should be some protection of the funds gained by the players. The player being robbed / scammed MUST be level three or higher, aswell as the one robbing / scamming.

You may only rob up to $5,000 if you are forcing someone to take money from any of their assets or their bank account.

If you were scammed off your money - you are allowed to rob the scammer afterwards for as much as he scammed off you, plus the usual robbery limit. So if you were scammed for 30.000$ by Player X - you are allowed to pursue them and rob them for up to 40.000$ afterwards.

Exceeding the limits, aswell as robbing a player under level 3 / while being under level 3 will result in an admin jail.


12.
If you want to commit or have just committed a crime in a place that would normally be guarded or under supervision - you have to request an administrator to create an asay about it.



Places like government headquarters, banks and other public buildings are usually either guarded or have a live CCTV system with an operator, therefore the police would be immediately notified about any crimes that happen within them. As there no way to script an automatic notification we need you to make sure that proper authorities are notified - if you commit a crime in one of the locations listed below you have to request an administrator to post an asay about the crime. If there's no administrators online - try contacting an officer directly via /pm and ask them to announce it via faction chat or Teamspeak. If there's no police officers online - you don't have to notify anyone.

Purposefully raiding government headquarters (for example to break a friend out of jail, or to kidnap a police officer) requires permission from an administrator.


Places that fall under this rule:
  • Police Departments (Dillimore, Montgomery, Fort Carson, El Quebrados)
  • Townhalls (Palomino Creek, Fort Carson, Angel Pine)
  • Station 49 (SACFD headquarters)
  • Hospitals (Montgomery, Fort Carson, El Quebrados)
  • Aperture base
  • Palomino Creek Fishing Bay / Fishers Lagoon
  • Banks (all banks within Red, Bone and Flint County)

If you commit a crime in a public building without permission, you may receive a punishment which could vary from a date ban to a permanent ban, depending on the severity.


15.
Killing after/before a robbery/scam (or attempted robbery/scam) is disallowed, unless the victim accepts the kill via /do.


You are not allowed to kill or heavily injure a person after a robbery if your only reason for that is so that they don't call the cops (order of actions doesn't matter).
You are allowed to rob a person who you killed or heavily injured, as long as your reason for the kill was valid and wasn't related to the robbery itself (order of actions doesn't matter).

The downed status, actual injuries and health of the victim are no longer the main factor for this rule. What actually matters is your reason for the killing or inflicting heavy injuries upon the other player, as stated above.

Those who are found to be breaching this rule will be warned and admin jailed, and the PK will be invalid. Repeated offense will result in a date ban.


20.
In game objects may not be sold for Real life cash.


Selling in-game properties/money/vehicles for real life cash, or buying properties/money/vehicles with it is not allowed.

Selling Master accounts or Donator Levels for real life or In-Game cash is also strictly prohibited.

Selling donator vehicles (aka transferring them to someone's account in exchange for money) is not allowed, be it for in-game or real life cash.

However, it is allowed to give out ingame goods (including donator levels and vehicles) for free. Permanently banned players are exempt from this though, they no longer hold any rights to their assets.

Violating this rule will result in a permanent ban.


21.
You may not distribute faction weapons OR armour.


Although after a recent update it has been made impossible to transfer, give, sell or trade faction weapons, those who find a way to do so will be punished with a permanent ban. Factions that receive heavy armour for a low price, may not distribute this armour to players outside of that specific faction. This rule effects factions with /weapons, /equip and /health.

If you're found to knowingly purchase a faction weapon (eg. by having it given to you by a friend who originally obtained it) - you will be punished aswell.

Those found breaking this rule will be permanently banned from the server. Knowingly purchasing a faction weapon will result in a date ban.


22.
Stealing goods script-wise during house burglaries or by hijacking a car's trunk when it is locked is not allowed.


You're free to roleplay such actions (stealing stored stuff such as drugs, weapons, cash etc.), but you may do it only for RP's sake, not to gain profit from it. Note: If the asset owner OOCly agrees to give you his goods, you're allowed to take them. You can not force him into doing that though.

Roleplaying robbing stores, bank heists and similar actions will also not be rewarded with money. It might be given to you if the admins are amazed by the quality of your roleplay, it is fully out of their own good will though. You can be 100% sure that if you ask for a monetary reward - you will not receive it.

Note: If you directly witness a player storing an item within their property (car, house) - you are allowed to rob it or steal it afterwards. You may only steal the item you witnessed being stored, nothing else. This includes situations where a player runs to a house with a weapon and comes out without it. You must be able to present proof of witnessing the item being stored in case the asset owner or an administrator demands it. The screenshot must be unedited and needs to have timestamps enabled. This rule applies for both the State Police and civillians.

Punishments may vary from a warning and the assets being given back to the original owner to an admin jail.


28.
You may not position house furniture to give yourself an OOC advantage above other players.


This includes but is not limited to setting up unrealistic barricades at the front doors of houses, exploiting objects with invisible and visible sides and etc.

Properly set up and roleplayed barricades that give you an IC advantage are allowed. This can be anything like moving a couch, flipping a table (with a visible texture on the bottom), blocking a door with a cupboard, etc.

Players found breaking this rule will be banned from the sever and their house(s) will be confiscated.


30.
Using OOC methods to escape roleplay is strictly forbidden.


Escaping roleplay after it has been started is strictly forbidden, it ruins the roleplay for all parties involved. You are not allowed to leave a roleplay without permission from an administrator or the other parties involved.

You may not:
  • /q to avoid a roleplay situation
  • /logout to avoid a roleplay situation
  • /afk to avoid a roleplay situation
  • force a game crash to avoid a roleplay situation
    [*]
    turn off your router (or disconnect from the internet in any way) to avoid a roleplay situation
    [*]Have an administrator teleport you.


The time frame that allows you to leave a roleplay is 20 minutes. If you are being chase by the police you may not leave the server or /afk until the 20 minute timer is up as such it will be classified as "escaping" roleplay.

If you legitimately crash/disconnect during a roleplay situation you will usually be given around 5 minutes to come back online. If you don't come back in time you will receive a normal punishment for leaving to avoid roleplay - if you find yourself in such a situation you can try to get ahold of the banning admin (via Teamspeak or forum PMs) and explain the situation to them. If you're found to be saying the truth - your ban will be removed and you'll have to continue the roleplay scenario from the moment you left the game.

Breaching this rule will result in a date ban, permanent if a repeated offense.


36.
Using teamspeak for IC communication.


Using teamspeak for IC communication is strictly prohibited, the only exception to this rule is if you're in a channel that is deemed fully in character, you are on the same radio tune as the people you are speaking with and you use a /me or /ame to roleplay the usage of your radio.

You are not allowed to use Skype, Teamspeak servers other than RC:RP ones, or any other means of voice communication to communicate ICly.

If nearby players would be able to ICly hear what you're saying (but for obvious reasons can't hear it OOCly) - you have to repeat exactly what you said into the radio via text. This applies only if someone OOCly asks you to tell them what you just said.

Breaching this rule will result in a temporary ban. Persistent rule breakers may be permanently banned from the server.


37.
Evading a ban, or knowingly engaging with an evading player is forbidden.


Players that are banned from the server should remain banned until such a time that they successfully appeal. Using methods to attempt to play on the server while banned is strictly forbidden. Any players suspecting that another player may be ban evading should report it to a member of the administration team. If a player knowingly engages on the server with a banned player, they could also be punished.

You might also be punished if you're found to be assisting someone in breaking the rules. This could be anything from sharing a bug with them to sharing your account to let them abuse your's faction commands.

Knowingly helping or engaging with a banned player on the server will result in a temporary/permanent ban, depending on the circumstances.

I got a question in regards to asspulling. There is a limit to weapons that I cannot have holstered. For example, I cannot have my deagle, M4, baton and pepperspray holstered at the same time, so I basaiclly got my deagle hidden and pepperspray hidden because they are so small and I'd be able to quick pull them within a second. Something you cannot do with a bat or an AK47.

Am I still allowed to RP having my gun holstered on my belt and being able to easily pull it without having it showing or will I have to RP this from now?

That rule hasn't changed at all, the only rules that changed are the ones in red. If you cannot have it visibly holstered via /holster because of the limit, you must roleplay taking it out.

What about if someone chicken runs into mpd while being shot? Do I still have to request an asay while they hide behind an ooc rule?
