The players whom are supporting this were already using one or two accounts so they don't give a fuck, but we the players whom have 4 active acounts do give a fuck since we do need our accounts, houses, factions, money, and all the other stuff, so please do not just ruine our game please!?

Most of what I was going to say has been summed up above. Some people are active enough to balance between all 3/4 factions, some aren't.

PLUS, the current system is not completely finished, why bothering creating something new, that will bring in some more problems. Let me remind you that the /relog feature is disabled from half an year now, the "Character Information" is unlikely to be creater anytime soon and couple other little problems.

2 is fine in my opinion, on various roleplay servers one can't even be in 2 factions at the same time whilst here one can be in 4 factions.
Lowering the limit causes more activity per faction.

I can see how this can go both ways. On one hand, it helps solve the issue with the lack of houses and businesses that are currently in the hands of more or less inactive characters/players. On the other hand it would extremely lower the variety of RP and factions, since no-one would be willing to quit their official hard-to-get-in factions, just so they could experiment with non-official ones for some passive fun RP, that benefits the entire server.

And, I see that the donators would get IG cash refund for their levels, however, wasn't that the thing that screwed up the server economy in the first place? Some people would OOCly gain a bunch of cash on their two remaining characters, dis-balancing the economy even further.

It kinda solves some issues, but causes a lot of new ones.

*More of the same characters, not more active people. People will be just as active as they used to be, if not less, considering the lack of variety they might have liked.
