I understand where you are coming from Tommy, get rid of in-active characters and factions prone to being ignored by activity. What I suggest is, a lock system.
What happens is; you choose two characters you can log in to. And can have up to four other characters on the MA, for a total of six characters.
You have the control to lock four characters, of the six you own. And you can switch around the locked characters. But there is a 72 hour wait time between 'clicking' the un-lock button. And having the character usable again. Once the character is locked; on /f list (or whatever the command is, I forgot it) it will show your character as 'LOCKED' if you have it locked. Which will help faction leaders know the dedicated, active members apart from the rest, and some factions request that your character is your main character; so a faction leader can remove you once the locked message comes up and the faction leader sees it. During the 72 hour wait period; it also shows on the f-list as 'pending lock'

This seems reasonable to me. Let's you have your characters and factions on them, but still forces you to play more on one or two accounts - raising activity on specific faction.

Yes but you have to wait 3 days to play on one account (with/without a faction). That's stupid, especially because you have to give up another account that you play on. Why would you do that?
