For those who use a laptop keyboard, here is the No NUMPAD Replacement. Replace SnowFX-Start in GTA San Andreas/CLEO with this one. Activate SnowFX by press CTRL+SPACE.

There is no set date yet, we'll keep the snow for as long as the majority of our playerbase wants it. There's not much point in forcing people to roleplay what they don't want to roleplay after all.

I guess you're right, seeing as there's... not much snow in Nevada/SF/CA. Personally, I love RP'ing something different though, such as snow and cold. Variations make passive RP a lot more fun. That's just my opinion.
