Stopping people from fighting is also RP; it might break up the 'script-play' of two other players but it also creates new roleplay situations. All in all, people should decide by themselves if and how to break up a fight if one occurs; whether you do it with pepper spray, by use of a /me or don't act on it at all; it's all fine as long as you RP it correctly.
