no that isn't the best, because skins aren't the easiest to make, and factions should only get custom skins, and there should be a few skins that are used by anyone in the community, while on the other hand factions have their own custom made skin. I posted a reply, which I consider a pretty good idea

Edit: But someone whoi actually bought donator and didn't get it as a donator gift, would be cool if he can make his own custom skin or get someone to make it for him, and then request it as his own personal skin.

That is how will it be, except it is not just 10 custom skins that will be used by the public. There will be many more.

No. Factions get them, maybe jobs get them and there will be some public civilian skins that can be bought from clothing stores.

So far custom objects are furniture items, some clothing items and faction related objects. As well as exchanging most of the higher object count exterior maps to one or very little object count, with custom objects. Interiors won't be exchanged to custom objects, though there may be some interior, having a few custom objects.
 
" SA-MP 0.3.8 has been cancelled and won't be released as the main SA-MP branch. There is lack of interest in the downloading feature by most of the existing SA-MP servers.

Since some servers still want the downloading feature to be available now, 0.3.8 will be re-released as a seperate SA-MP version called 0.3.7-DL, which will be an optional download and have its own server lists. Parts of the existing 0.3.8 code that aren't related to model downloading will make their way in to 0.3.7 updates. Eventually the downloading feature will be part of a main SA-MP release, but the 0.3.8 version will be skipped. " - Kalcor.

For the record before everyone freaks out,

Only the version (SA-MP 0.3.8) will be discontinued. The most-anticipated 0.3.8 feature, model customizations, will still be released as an update within the 0.3.7 branch (SA-MP 0.3.7-DL), which players will have to download and install if they want to play on 0.3.7-DL servers. Only features related to model customization and texture downloading will be implemented on the 0.3.7-DL update.

The rest of the development progress of 0.3.8 will still be carried over to future updates within the 0.3.7 branch, merely skipping Version 0.3.8 because... Kalcor's versioning algorithm.

It has definitely caused a lot of confusion, but Kalcor used the wrong term ("cancelled") which is why everyone is freaking out. The reality is that the project is just delayed, but the numerical version (0.3.8) is no longer going to be used.

Yeah, I have attempted to calm people down but most of 'em don't read further than the headlines or don't have the reading comprehension to actually understand what is written down.

what's being skipped though? what features are being left out from 0.3.8?
The numerical version itself (on this case, 0.3.8) is phased out, but the features 0.3.8 is supposed to have will be turned over to the 0.3.7 branch and release them in future updates within the 0.3.7 branch (e.g SA-MP 0.3.7-R3).
