Have you ensured that nothing is running in the background that can cause CPU problems, although your graphics card isn't the greatest - if you've got a sufficient amount of memory then your PC shouldn't be doing this, common apps that can bog down your CPU are things like Skype, any internet browsers, Overwatch, TS, Some anti-viruses.

This is definitely a client-side issue, not a server-side one. Try with a clean non-steam install. This looks like either a software/windows 10 failure or a hardware one.
