Micro suttering while driving [VIDEO]

Right, been a while that I'm running on this issue that is getting on my nerves, I'm not the kind of guy that use a huge amount of mods.
I tried reinstalling the game etc etc; hell I even had to reinstall windows 10 because of something else that is unrelated to the suttering.

My game is pretty light, I don't really see what could be problem, maybe it's server side?

What version are you running (retail or steam?) and is your computer good enough to run some mods and SA at the same time? How is your internet?

These are all good questions. From what I think I'm seeing, you may be having an FPS problem. Your computer can't run the mods that you are using smoothly, so it skips frames (or "stutters") to keep up with the game.
 
I suggest a full reinstall of a non-steam version; Slowly install mods (One a day or something) and try your way forward. If you ex. install a mod and lag that day = You know which mod caused the issue. It will take time and effort, but hopefully it will help. :)
 
Another solution may be to lower your Visual FX Quality. Doing so will cause shadows and other minor details to be removed from your game, but you will definitely have smoother gameplay and reduced stuttering.
 
I had this. You have to load the Xbox app thing on Windows 10 and then turn off the DVR option in the setting which caps your gameplay.

I have a decent computer, although the graphic card is shit.. I mean I also have 0 mods, excluding draw distance, MemoryFix and Black roads fix..

i5 2300 2,8GHz ( 3,3Ghz Turbo )

DDR4 4GB RAM

GT 610 1GB

How much memory do you have left on the HD or SSD? It is sometimes known to cause lags. Do you have something that consumes too much internet or energy (not like electricity but you know what I mean?)?
