You can roleplay meeting up randomly and starting a conversation and eventually get to hang out. Also, it's perfectly acceptable to roleplay that your character knows your friend's character and make up some kind of history that they have together. Specifically telling him to meet you somewhere in an OOC fashion is not allowed. I recommend you read THIS GUIDE, especially the first part part.
