Where can you get a paintjob for a sultan?

I just wanted to ask if it is still allowed to get paintjobs for cars. If yes, than where can you get them?

If you mechanic , you can use /paintjob 0 or 1 or 2 and if you want to remove the paintjob use /paintjob -1
