What's wrong with my colours?

Since this morning my colours of smoke and that have gone a graining colour like this.

The colours are all glowy and bright wierd?
Help Appreciated.

Have you recently downloaded a "Total Effects Replacement" mod?

My GTA:SA looks like that when i'm using 16 bpp. Changing your GTA:SA resolution to one that ends on 32 should fix it.
Ex. 1280 x 1024 x 32.

Your graphics are set on 16 Bit, out it on 32 Bit.
