I have the same problem after upgrading my SAMP to 0.3.DL.
Some enb’s and mods cause you to crash with the new update, try installing a fresh game.

If your running the steam side of GTA SA then uninstall sa-mp within the directory game file then go ahead and uninstall the game itself via steam.

If your running the game 'cracked' then save all your mods on a USB stick (best do it for safe keeping) download utorrent and find a new cracked version of the game on pirate bay, let it do its download, once its fished, upload that cracked game (GTA) into a USB or a portable hard drive unit. Once all that is complete install the game as normal along with sa-mp client installed and drag the mods into the game directory.

Tip - Get rid of CClear, its useless - i was playing arma3 exile and i was playing with this huge community and this community had gone through a new update for its game server, however players who were using CCleaer and launching their arma3 it had put a virus onto their computer and it wasn't the update to the game server nor arma3 itself, it was CCleaer.

Tip - If your using GTX graphic card then simply install GeForce Experience and update all drivers

Tip - investing some money into your computer security system; I'm using McAfee and i pay 80 GBP a year which is nothing really! So perhaps look into some computer protection.

Tip - Do a whole backup of your mods and games.

Tip 1 -
Click Start and type msconfig in the search box.
Press Enter.
On the General tab, click Selective startup.
Clear the Load startup items check box.
Click the Services tab.
Select the Hide all Microsoft services check box (at the bottom).
Click Disable all.
Click OK.
Restart.

Tip 2 -
Press the Windows key and the R key at the same time to open the Run prompt.
Type into the Run prompt: appwiz.cpl.
Press Enter. ...
Find all installations relating to the Microsoft Visual C++ Runtime and uninstall them one by one. ...
Download and re-install the previously removed runtime libraries.
Restart after you installed the things.

Tip 3 -
Do a safe boot with networking and try to start the game. ( it probably won't work, but if a different problem occurs, then it's easier to tell what the exact problem is )

Tip 4 -
Try these:
https://www.microsoft.com/en-us/downloa ... px?id=5638
https://www.microsoft.com/en-us/downloa ... aspx?id=29
https://www.microsoft.com/en-us/downloa ... px?id=5555

Tip 5 -
Right click on Computer after that click on properties.
Click on ''Advanced System Settings'' and System Properties will appear.
Click on "Advanced" after that "Settings" , Performance Option will appear.
Click on "Data Execution Prevention" and Turn on the "Turn on DEP for all Programs.
Click on add and add your gta_sa.exe and samp. At last "Apply".
Restart your computer.

Tip 6 -
Go to Gta San Andreas Folder
Right click on SAMP and the compatibility.
Set to Windows 98/Windows ME, check the box 'run as administrator' and 'disable visual themes'

Sounds silly but is your time and date setting correct on your pc? I remember I had mine wrong before and it fucked a different game

1. Change the name from "gta_sa" to "gta-sa".
2. Open regedit then go to -> HKEY_CRRENT_USER -> Software -> SAMP and edit gta_sa_exe value to C:\Program Files (x86)\Rockstar Games\GTA San Andreas\gta-sa.exe

It's fucking silly but it might just work lmao.

Have you tried swapping the vorbis files with original ones or reinstalling SAMP on every SA folder you have?
Have you tried swapping your /data/script/script & main.scm files with some from an original fresh copy?

Please do go through the posts before replying as I've been repeating everything. Reinstalling Windows is a no-no.
