Skin available?

I had a good idea for some RP, and because my torrent program is going to take about 16 hours to re-download GTA:SA (Disc decided to go to hell, and I un-installed me GTA to get rid of ENB) and wanted to know if some skins were either faction-only, available to the public, or not available at all. I got the Skin ID and name of the skins listed here.

Skin ID 290, Ken Rosenberg
Skin ID 4, Big Bear Tommie
Skin ID 72, Random Hippy
Skin ID 119, Sindaco

If anyone knows if all of these skins are available, and can tell me I'd appreciate it.

Neither of these skins are restricted, which means that you and everyone else have access to them.
