Can i Register an accoint on the forums?
some friends said i can but where?
if i can on where?

Not really. You can make an account on the forums- like you clearly have done to post this!
To make an in game account then you need to go onto the server with a name entered into the name field which is the one you want and /register it and you go through a quiz process of 30 questions which you have 3 attempts at- you must get 30/30. And then once that is over you "set up your character" and can begin RPing
