No, if you want to change your character's name it will cost you 25.000 or 50.000 with cleaning the criminal record, and for the forums you will have to donate if I'm not wrong.

If I'm correct in saying you're looking for a namechange on the forums you can request a lead admin+ in order to do so, If it's IG then it's 25K for a namechange that will keep your current criminal record or 50K for a completely clean slate.
