My apartment's gone?

I was unable to get on SAMP for around 30 days, and once I'm back, it seems as if I've lost my house (Montgomery Block 17 Flat 1), which I spent all my money on seeing I'm a new player. Shall I request a refund, or was I considered inactive and unable to receive a refund? How long can one be off before being 'inactive'?
