Is this mod allowed? From what i can tell its animates the dashboard ect

As far as I can see it wouldn't give you any advantage over others so its allowed, in my opinion.

It doesn't seem to give an unfair advantage, so I guess you're fine with using this.

It should be allowed; As I dont see a reason, why it shouldn't be. It's a client side mod.. Use it.
