Making a gang/legal faction

Hello everyone. I know this forum may not be the place to post this, but still, I didn't find anything better.
I want to make a Legal Faction/Gang and I don't know how to do all of it. Please give me details. Do I need to contact an admin before everything, or just make a thread in the forum needed? Thanks.

Just make a thread.

You basically start off by showcasing your faction's good sides, the idea is to present your faction with the following criteria :
a.) What kind of a faction is it?
b.) What should we expect from your faction?
c.) What kind of RP will you bring to RCRP?

Make a good, solid background story for it as well.
Put in lots of effort and I'm sure you won't go unrewarded, goodluck.
