As everyone has mentioned, you will need to request permission from either TommyB or Fr0st to use a Virtual Private Network.
On your case, connections through Hotspot Shield are banned from the server, therefore you will not be able to connect to the server eitherway. In order to continue, you will need to find a VPN provider that offers Static IP Address.
Send the VPN's IP Address to [profile]fr0st[/profile] to have the IP whitelisted. Just ensure that the VPN permission was already approved before having it whitelisted.
