It costs XP, not entirely sure how much.

And how exactly do you get XP?
 
Every time you get sign-check. you receive XP
You will be able to upgrade your weapon skill level when you have enough XP for it
as the guy said you have to go to any ammunition afterward use /upgradeweaponskill. and see what does it require to upgrade the level.
