Can someone please explain to me in detail how exactly i can get a boat license, i used to play here like over a year ago but its not at the dmv for 3k anymore.

You need to go to the SADVLA (San Andreas Driving Vehicle Licensing Authority) and book a lesson. Ask for directions ICly.
