As to what I understand from your asked question; you'er looking forward to creating an account within Red County Role Play, right? Basically, you'll first have to creat a Master Account by switching to "http://www.redcountyrp.com", as soon as you get switched to it; you'll then have to press on "Register", which could be found at the middle right of your screen.
Keep in mind to fill in all the required information, and to answer most if not all the questions to the best of your standards.
