I wanted to ask if I could sell avatars or signatures for in game money, right now I'm assuming it would be considered as meta gaming. I would also like to ask if I could sell signatures and avatars to other players from money over Paypal if I'm not permitted to sell them for in game money.

I am not sure how many persons are willing to spend IRL cash for some graphics, but you can make signatures/avatars for IG cash, if you'd like. People do it all the time.
