Game not running smoothly

Hey there, so... upon returning to SAMP after some time away, I noticed that the game wasn't running as smooth as it used to. I opened Fraps and the FPS counter says 91, but it definitely doesn't look like it. If for any reason you need it i'll list my PC specs below.

4th Gen Intel i7 Processor
Windows 8
8GB RAM
Nvidia GeForce GTX 660M​
