Can a forum board mod sticky topics?

Yes, if you're making the topic then go to the bottom and there should be a option to post it as a sticky topic. If it's an already posted topic, then edit it, and go to the bottom and there should be a option to make it a sticky topic.

Hmm I don't know then, the MLC forum uses phpBB aswell and that's how it is there.

When you click on the topic scroll down to the bottom and on the right there will say something like "Moderate Topic" then click the drop down menu and click Sticky Topic

I know how to stick topics, but I'm unable to in sections I moderate as well.

They indeed can sticky, close and announce the topic.

If you don't got the sticky button, Ask a forum adminstrator to help you out. They helped me, Worked.

It might be bugged btw, the Outfit Section is bugged with stickys.
