Are these mods allowed?

So I've heard about a few mods, and as they don't exactly break any rules (as far as I know) e.g. Like a weapon mod/hack, I was wondering whether certain mods are allowed such as;
Vehicle colour mods
Improved graphics mod
Any other mods like these

I have only heard about these, if they are allowed I was thinking about downloading them.

If the colour mod is not allowed, I am wondering how some people get their cars bright purple? Thanks :D

Yes, you can mod your colors if you like and yes, graphics mods are allowed aswell.

Vehicle mods can sometimes cause opcodes though :/

Don't worry, *.dff and *.txd mods don't cause opcodes -- although they may mess up your GTA's physics a little bit.
( Ex : Installing a a rather large truck mod on a yosemite, other people who don't have the mod will see you vibrate/shake while driving )

I believe what Giga's referring to are the vehicle mods you purchase at modshops (spoilers, rims, sideskirts ), but worry not!
I heard Alec closed/locked them.

As for 3rd party mods (*.dff, *.txd, weapon/sound mods ), as long as they don't give you an advantage over other players,
you're good to go!
