Are skin mods allowed?

I have seen quite a few screenshots of people with custom skins, but I wondered if they were allowed for everyone or just factions/gangs.

I may of found an appropriate skin that I'd like to have for my character, but I was also wondering if other people will be able to see my skin too?
If they are allowed, how do you actually put them into the game? Thanks

Yes, skin mods are allowed - but the other players won't see your skin modification, since you are changing a file from YOUR game.

When you download a skin mod, it comes in *.txd (texture) and *.dff (model).
You basically just replace your GTA3.img's appropriate *.txd and *.dff's with the new one.
