Due to it saying your Application has been temp denied, that means the Admin who was reviewing your application has temporarily denied it for any reason they may have had. If your application has been temp denied, it will not allow you to create a character until it has been accepted. According to this, your last attempt at the application was in December, 2015, have you tried making another application since then? If so, what does it say when you make one?
