Admins Question

Hello there! I have a question about admin's power and that stuff.

An admin can create another account and give that account admin permission and then ban people with that secondary account? What I saw another day was an admin creting an account then he came infiltrated and started to ban people (with reasons, but it's not for this). I only want to know if this can be done.
I've searched but didn't find anything about this.

Admins can create alt accounts, and give them admin permissions, yes. And this is completely allowed, and they should also be visible in /admins.

And why this shouldn't be allowed? So people could just non RP and break the rules`? Admins should always be able to punish rulebreakers.
