It's been a few weeks and three of my characters say awaiting character deletion cancellation. I need this fixed so I can delete the characters I want to.

You should be able to confirm the deletion of your a accounts if you visit each character page individually.

I cancelled the deletions, but it says it will be controlled by the staff, and it's been like this for weeks.

There has been a fix pushed out. By visiting your character account page the status should now be reset and you should be able to re-submit the character deletion.
