Ok that normally means that either A a mod is preventing it load or B something hasn't been changed in the properties to be run as admin, make sure you undid all the changes in the EXE and just tick run as admin, same with SAMP.exe

Alright, do this, original models/data files, sometimes when ya install mods, shit gets replaced and it gets a bit fucked with time which can be caused by anything, so.
