But, the problem is I don't got a menu go create an account on smth like that, I'm searching on the posts but I found nothing :/

Basically, you have to create an account and sign in. Then there's the option to create an application, and only after your application gets accepted, you'll be able to create a character.

I created my account, I sign in but no option to create an application :/

Once you confirm your account, it should be in the middle of the screen.
