Playing samp using my phone's hotspot

It depends on your service provider, if you use 3g/4g tethering etc. I wouldn’t recommend hotspotting/tethering for long periods of time if you don’t have unlimited data or at least more than 15gbs of data available. Thats just to be safe though, so you don’t get overcharged or run out of data.
 
I had to do this at one point, tethering my phones 4G to my pc for net to be able to connect to the server, (I was changing between ISPs and was on something worse than ADSL, felt like dial up), it was fine as long as I had all apps closed, cleared cache etc so nothing was running in the background. It works, but you will desync from time to time, if you live in the UK your best bet, is to make a friend with BT and use one of the hotspots from another router. (I could use TS and SAMP, but if I had chrome open on my pc rip). It's doable, but you just do desync every now and then.

In regards to the price of it, I had to do it for like, a month with 30gbs of data, I didn't go over or anything, but I only played for 2 hours a day.
