After browsin' the web a bit; I'd advise you to run a complete scan with your virus scanner. I came across some websites saying this is caused by a keylogger.
If that isn't the problem; Install the file found here:

thanks everyone, i just did a scan and 11 things popped up, one might of been an installsheild....i will try it again tomorrow, or later, whereas in the meantime, i'll play on my old computer

In your GTA folder under Program files>Rockstar Games or GTA SA> then GTA SA if you have Rockstar games and place it there.

Yup that's under Program files don't put it in the user files.

Why don't you try this?
Go to your Program Files, or your Program Files (x86) (Depends what kind
of computer you have and how many bits it is.), and find Rockstar Games.
Delete your rockstar games folder, and if it says 'You need permission
to perform this action' Try this link : http://helpdeskgeek.com/windows-xp-tips/you-need-permission-to-perform-this-action/ After
you deleted it, uninstall GTA SA, then install it again, but here's the
thing, where it says 'Custom' or 'Complete' when your installing it,
you have a choice to choose one of both, choose the complete one. After
it downloads, use this to find your GTA SA directory and downgrade it : http://grandtheftauto.filefront.com/file/GTA_SA_Downgrader_Patch;74661#Download
You are gonna have to download 0.3c SA-MP again (Heres The Link : http://files.sa-mp.com/sa-mp-0.3c-install.exe ) , then it should work, try it and repost your results
