Whats ur /fpslimit set to? Killergreece was having stutters as well, just told him to limit his fps to 60 n it worked for him

You gotta download samp addon i had the same problem with an rtx 2070 - samp addon fixed it, nothing else worked.

Also if samp addon doesnt work make sure your game is version 1 (It's not the one from steam). If its from steam it means the version is 2 and it lags like a bitch. Downgrade it, there are a few tools you can download for that.
