Low FPS.

I have an i5 2500k, 4GB ram DDR3 and a GT1030 and I have 50+ FPS in Montgomery, which are lower than the average 90's I get. I didn't say you have LAG, you have lower framerate.
Try comparing your framerate when you're out of Montgomery and when you're in Montgomery.

I agree with you, but that's not a bid deal. Compare the Montgomery's mapping with Palomino's mapping, and you will see the diffrence and the reason why the FPS are lower in Montgomery.

What you said there is wrong, you either have an i3 CPU 8th gen with DDR4 ram, or you don't have an i3, or you didn't read the RAM correctly.
And for SAMP framerate, look around task manager and check if it's something fishy running in the background. If not, try reinstalling GTA without mods, and try then.
*Mentionable is that every PC has lower framerate in Montgomery, the specs doesn't matter.

Here are my complete specs and my GPU for my laptop:

When I try to drive around in a not crowded place, my FPS goes around 80 but the real problem comes when I drive towards Monty, PC, or Blueberry and my FPS goes 17, and sometimes it goes under fucking 8. This problem gave me a pain in the ass because whenever I drive towards Monty Pizza Stacks, I fucking lag and I just accidentally ram people without me knowing that I rammed them. I did everything. Set my gta settings to the lowest, I set my gta and samp in task manager into "real time", lowered the appearance and performance for my laptop, i ran my gta and samp to windows 98 and still nothing works. Please help.

Google Chrome for example. It eats up a lot of RAM.

Press F5 and take a screenshot.
You should try atleast to run with a clean gta.

If you're from some sort of civilized country...Then you can't download that one.
 
A typical problem of overheating check your CPU and GPU temperatures if the FPS stays at 70 and then drops after some time playing it's definitely overheating. And you have a 3rd generation i3 which is dual core has 2 cores and 4 threads.

And I don't know what people are saying that their pc doesn't lag or stutter lmao I have 16 gb ddr4 corsair ram, i5 6600 [email protected] a gtx 1060 and I experience minor lags when I log in its cause of the new samp version which isn't optimized as much and the custom object/skin loading sucks rest of the time 90+ fps.
