Low FPS.

When I log in game and check my FPS, it goes up to 70 but when I drive around and starts to walk, especially at Monty, it goes below 15, even worse, 5!!! I tried everything. Lowered my gta settings, /svo set to 350 but still I got low FPS. It makes me mad because my game lags even though I have an average specs on my laptop.
 
reinstall gta, get rid of samp addon and other unnecessary cleo mods such as fps unlock or whatever
 
A few tricks to extend your GTA SA compatibility:
- Turn anti-aliasing off.
- Set quality to very low.
- Decrease your screen resolution to times 16 (x16), for i.e.: (1280x720x16 instead of 1280x720x32).
- Disable frame-limiter.
- Turn off Xbox DVR if you're on Windows 10.
- Decrease the draw-distance.
- Set your GTA SA priority to real-time or high, either one works.
- Install ASI loader and SilentFix.
- Remove all other mods.
 
I appreciate the comments but I don't have any mods installed in my directory and it is clean. I also set is as a "high" and I run it in compatibility mode "Windows 98" and it seems neither of these works. :/

Uhm, as far as I'm concerned, only 8th generation of i3's have 4 cores, and they are compatible with DDR4 RAM, not DDR3.
What you said there is wrong, you either have an i3 CPU 8th gen with DDR4 ram, or you don't have an i3, or you didn't read the RAM correctly.
And for SAMP framerate, look around task manager and check if it's something fishy running in the background. If not, try reinstalling GTA without mods, and try then.

You are totally wrong. I have a low end laptop (I could say) and my fps in Montgomery are totally fine. Mention: I got a damn 1.9GHz Processor, 8GB ram DDR3 and a 2GB ram DDR3 GPU. If you have low fps in Montgomery I suggest you to close some background programs. This helps a lot.
