Jailed for speeding or not having a license WUT? xD

So, I keep hearing that the server is heavy rp, which for the most part it is, but there is this major thing.
GETTING ARRESTED FOR FREAKING SPEEDING xD.
I mean seriously, I got JAILED once for not having a license (because of the freaking DMG bug SMH)
Another time i got jailed for speeding....
Why even allow cops to fine people if everything is a jail punishment?
In New York if you are caught without a bike license, you wil be issued a heavy fine, and escorted to the police station.
If you are speeding then.... of course you get fined....but not jailed smh.

So, am I right or is there something i'm missing?
