Actually, you don't do that. You tell him to go to the DMV through SMS, radio, phone call w/e.
Who did that is against the rules, not a big deal, but don't do it. Better /sms him.

You can roleplay as if you've been long term friends, as realistically your character would have a past, and would probably have their friends phone number, in that case you can ask for it via pms.

Uhm, RP you met him already, or ask for the phone number when you meet him IC.
Or like charizardisdead said, RP you already met him or that you are good friends.
There are ton of options.
