Gun permit

Hey, I am a level 3 new player.
I keep getting assaulted by one guy who got arrested because of me.
Today he came with 2 other guys but I kicked their butt with a baseball bat, but I barely managed to beat them, by the time it was over and ran, I had 7 hp.
I am afraid i need a gun, but i cannot see any place where I can apply for a gun license.
A helping hand please?

It looks like applications are open right now, but the price is too steep for me and the license does not last too long, i thikn i will need to improvise for now...
