FPS capped at 60 fps

Hey there,
My FPS is capped at 60 FPS with /without ENB. After a short while, it goes down to 30 FPS then again back to 60 FPS. I've tried /fpslimit but thatt doesn't solve it and tried with SAMP Addon as well, let me know if there's any other solution.

If you're using an NVIDIA Graphics Card. Go to the control panel and go to manage 3D settings.

Turn off Frame limiter in gta sa settings.
