Cannot run ENB on clean Windows 10 install

I found this:

Alright here is the real solution that worked for me on the latest windows 10 build:
1. Install CLEO4 with ASI loader + Install Modloader if you don't have it yet.
2. Install any ENB like you normally do (put everything in the directory)
3. Move just the d3d9.dll to the modloader folder, nothing else related to the ENB

I had this problem a while back when I used ENBs and as weird as it sounds, installing GTAV fixed it for me. I assume that one of GTAV's dependencies had something to do with it but I don't know which one it is.
