Black stutters when FPS limiter is off.

Happens in all GTA SA games, a black bar stuttering around on my screen (like an old tv screen effect) when I disable fps limiter off, happens in ESC screen as well.
It fixes it's self randomly, I have no idea.
Last modification was trying out an ENB, however the problem persists with no graphical modifications whatsoever.

It’s a SA:MP issue, I’ve got this myself and I have no clue if its fixable, maybe theres a patch released by a modder.

doesnt happen to me. anything in your cleo, modloader that can maybe mess it up? if you can, post screenshots of your directory, modloader and if you have cleo.

most of the things in modloader are disabled

Apparently this looks like the framerate is lower/higher than the screen support so it looks like the frame doesn't end before the next one starts, basically frame overlapping, will continue to look into this.

UPDATE: VSYNC fixed the issue on TF2, gonna try and see if anything like that exists on SA:MP.
