Is there a way to permanently gift or transfer a donator vehicle to a friend?

If I have understood your question correctly, then you can do both, gift and transfer a premium vehicle to another player from your account. Gifting can be done by purchasing a gift code through the donations section in your dashboard on the UCP. Transferring can only be done if you have an existing premium level on your account, through the vehicles section in your dashboard on the UCP.

I've tried the transfer method, however, it seems like the feature is only available for my characters.

My bad, I forgot that it changed with the new premium system being implemented. In that case, I would say the best bet is to just buy a gift code and send it over to your friend.
