Weed not growing when your outside

Is it just me or is weed not growing at all if you're outside your home... and do bongs, needles, pipes still get consumed once you use them once?

Weed only grows when you're online on the character that has planted the seeds. You don't have to be inside the house/apartment/trailer but you do need to be online. Bongs, needles don't get consumed after one use however pipes do.
