Because they're selecting people they deem the best. Before anyone shoots back with criticism, they've been really effective and they surely didn't do that by hiring some randoms.

SAIB doesn’t really have recruitment dates or smth like SO and other factions, you need to have a certain set of skills and stand out from the rest in order to join(this is for your character, of course). You don’t need to be in SO in order to join SAIB, but it’s a bonus.
Furthermore, being an SAIB associate doesn’t always mean that you need to be an agent, you can also be an informant or something along those lines. (Before people make their own conclusions, being an informant doesn’t mean that you will join SAIB as an agent, it simply means that you will work with us and MIGHT have a chance to join).
