Playing samp using my phone's hotspot

If your connection is stable, you won't lag. I played on RCRP with 4G and never had packetloss, ping or desync issues.

Yes, you can use it and it will work as far as making calls, receiving texts and browsing the internet, but the connection will be limited to 3G nevertheless.
 
I played SAMP using my phone while I was waiting for my internet to be connected, worked fine.

4G seems to be available in Cebu City according to Smart's Network Finder. Whether your device and SIM card are both LTE-capable will need to be looked into. Signal from your spot is also questionable.

If you keep everything down (audio streams disabled, no browsing, etc.), then 1GB should suffice. It entirely depends on your interaction activity with the server. For example, if you are going to drive around the map, then the streamer will also download the object loads on its way. You can turn down your object stream limit and object stream distance to keep it less.

That's what I thought. I mean, I'd refrain from using my browser and stream videos. I'd only use my data for SAMP purposes and also for teamspeak alone.

TeamSpeak will most definitely take up a lot of bandwidth, so do not expect 1 GB to be enough for a five hour gameplay.

According to Armstrong, he was able to simultaneously use teamspeak while playing SAMP coz he's in the SACSO and still managed to play more than 5 hours in playing with 1 GB data.
