I cannot hear any login sound...

It takes awhile for the stream to actually play for your game, sometimes it doesn't even play it. If you can see the green colored text with the audio stream: [redcountyrp.com/****] link, then the game's trying to stream the music, so you'll just have to wait awhile for it to be able to hear.

Enable the GTA Radio sound in your Audio Options of GTA SA.
