Since when does a speeding ticket cost $10,000?

So I was driving as fast and reckless as usual in Palomino Creek when a cop pulls me over (I won't say his name because I don't want to make him look bad) and for some reason, though my driving record is clean, the cop gave me a $10,000 fine and suspended my license for six hours. I /pmed him several times after the incident, to which he didn't respond, asking if it was really RP to give me that big of a fine. So I also did /assistance and admins just told me to look up the penal code. I did so, but it didn't say any average ticket costs for speeding the way I was. I refuse to pay this large of a fine unless I'm told ICly that it's fair and OOCly that it's RP. Anyone else have similar problems? I have NEVER seen such a massive fine for anything before.
